***Mon, Oct 2, 2006 -  6:30pm - Presentation of the Final Draft of the WSMP to City Council [Posted 14-Sept-06]

On Monday, Oct 2 at 6:30pm, the Final Draft of the Water Supply Master Plan (the same one being presented to the Planning, Environment and Transportation Committee on Sept 25), will be presented to City Council for final approval.

If you wish to address council (five minute limit), you must register with Lois Giles, City Clerk. The deadline to register is Friday Sept 29. (Email: lois.giles@guelph.ca   Phone: 519-822-1260).

You can check for last minute changes prior to the meeting either on this site or by calling Lois Giles. You can also sign up for our email list to be notified of possible last minute changes.

***Mon, Sept 25, 2006, 9:30am - Presentation of the Final Draft of the WSMP to the PET Committee [Posted 14-Sept-06]
 
On Monday Sept 25th 930 am, the final draft of the Water Supply Master Plan (WSMP) will be presented to the Planning, Environment and Transportation (PET) Committee for their approval. Location: City Hall. If you can attend, either to observe or to give a brief (max five minutes) presentation of your opinions, this would greatly assist transparency.

To simply observe, there is no need to register.

Stop the Pipeline's Response to the Environmental Services Report

Stop the pipeline has read the Environmental Services Report to the Planning, Environment and Transportation (PET) Committee on the Water Supply Master Plan - Short Term Implementation Plan.  [We found this report as the agenda to the Sept 25, 2006 meeting, on the city's PET Agendas and Minutes web page.]

The first paragraph states that the Water Supply Master Plan (WSMP), which is coming soon, be approved in principle, excluding a Lake Erie Pipeline. But we were taught in public school to read the details... and on page 5 under New Great Lakes Surface Water Supply, we see that the Lake Erie pipeline "may only be considered in the long-term under:

#1. some of the high demand scenarios (e.g. Places to Grow)
#2. or if the local groundwater options are limited....
#3. or if the local surface water options are limited..."

The WSMP includes the Lake Erie pipeline "as a security-of-supply option in the event that sufficient supplies are not available from existing or new local sources."

So, what it means to say is that the pipeline is still part of the plan and a big part of the plan for Guelph... but, perhaps, they do not want it to be part of the plan until November 14th... the day after the election (?)

Important Change: Water Supply Master Plan Adoption Meeting Time

As of late Friday, Sept 8th afternoon....

"Council and Senior City Staff have been advised that the final draft WSMP will be provided to councillors on Monday Sept 11/06 and subsequently, it will be available to the Public, prior to its being included in the agenda for the Planning, Environment and Transportation [PET] Committee meeting slated for 930am sept 25/06." -Councillor Birtwistle, Chair of the PET.

(Therefore, it is no longer the case that the Guelph Water Supply Master Plan Draft will be presented to the Planning, Environment and Transportation Committee on Monday, Sept 11th at 9am, as was stated in the email from Dave Dilks to Laura Murr. Click here to read this conversation). 

Stop the Pipeline encourages citizens to go to the City Council meeting Monday night (Sept 11) and perhaps also contact City Hall that morning, to say something to City Council about this travesty of public process. Even a few words about it would be a registered opposition and will indicate public protest at the haste of this, before the other studies and surveys are in. We will post the exact time of the time of the Mon, Sept 11 City Hall council meeting when we are advised of it.
